Position Title: 

Chief Financial Officer – ELWA Hospital

Description:

The Chief Financial Officers reports to the Interim CEO and is responsible for the supervision of all financial transactions of the ELWA Hospital. Also, the Chief Financial Officer is tasked with developing budgets, monitoring transactions, participating in audits and preparing financial reports.
 
The CFO must demonstrate in-depth knowledge of financial policies, procedures, and systems. In addition to being an excellent communicator, the CFO will also have outstanding analytical and time management abilities.

Here is a summary of duties and responsibilities:

  • Systems Development: create systems and procedures to support finance and accounting functions.

  • Financial Management: oversee financial operations, including accounting, insurance and financial systems.

  • Analysis and Reporting: analyze financial data, prepare financial statements and authorize payments.

  • Overall Supervision: manage the hospital's accounting, budgeting, auditing and financial planning.

  • Policy Development: develop and implement financial policies, objectives and plans.

  • Leadership and Compliance: provide financial leadership, ensure regulatory compliance and support new cost-effective services.

  • Supervision of Financial Departments: direct the operations and personnel of financial departments.

  • Consulting and partnerships: act as tax consultant, participate in strategic planning and provide recommendations to improve financial performance.

  • Budget preparation and implementation: contribute to the preparation of the budget in accordance with the organization's rules.

Skills/Passions/Gifts:

Education:
  • Master’s degree (or equivalent) in Business Administration, Banking & Finance, Accounting, Project Management or related field from a recognized university is required. CPA will be an added advantage.
  • Bachelor’s degree in Accounting is a MUST
Experience:
  • A minimum of ten (10) years of progressively responsible professional experience in finance, accounting, administration, project Management, or related area is required. Experience in supervisory functions is desirable. Experience in public sector budget and accounting is required.

Technical:
The Internal Auditor must understand:
  • the full conduct of Internal Audits
  • Information technology systems for financial accounting and reporting, including relevant current issues and developments
  • Computer-assisted auditing packages and techniques
  • IPSAS Cash Basis and IFRS
